The Albanese government's sweeping reforms aim to make the $50 billion NDIS more sustainable, addressing concerns of rapid growth, public support erosion, and projected costs reaching $70 billion by the end of the decade. However, the changes, which include removing or preventing access to the scheme for 300,000 people over four years, have raised red flags. Disability groups argue that these alterations will shift costs to already strained services and exacerbate family crises. The bill's definition of 'substantial care and support' as including supervision, personal care, behavioural support, and other assistance, regardless of the child's disability, is a point of contention. This could potentially overwhelm parents, leading to carer burnout and increased vulnerability. Families have reported being threatened with referrals to child protection services if they cannot fulfill their parental responsibilities, highlighting the potential for further strain. The proposed cuts to social and community participation budgets, as well as capacity-building supports, have also drawn criticism. Inclusion Australia policy officer Luke Nelson, an NDIS participant with cerebral palsy, warns that these reductions could severely impact participants' daily lives and human rights. The Grattan Institute's program director, Sam Bennett, questions the logic behind these cuts, suggesting that long-term sustainability can be achieved without compromising short-term budget savings. Advocates are calling for a pause to the changes, emphasizing the need for greater co-design. However, the government is pushing for swift passage, facing opposition from the Coalition and Greens, who argue for more detailed consultations and scrutiny. The inquiry into the bill is set to report by June 16, with officials and stakeholders expected to provide further insights and evidence.
